Procmail will either need to be running as root to deliver this (i.e.,
before the DROPPRIVS line in your procmailrc file) OR you'll need to
put the file in a location writable by an unprivileged user (i.e., in
each users home directory would work:

    $HOME/spam

/tmp will probably also work.
