No, it will notify the MTA, which should try to redeliver later. It's
_hard_ to make procmail lose mail.

What kind of account is this? If this is a vps1, the defaults should
be fine (i.e., it should always just work unless you've locked down
the /var/mail directory or something like that).

VPS v2s are more security-conscious and won't deliver to mailboxes
with incorrect ownership, lax permissions (group or world write bit
set), etc.
