The full script alias setting is ScriptAlias /cgi-bin
/usr/local/etc/httpd/neem-cgi-bin/
I renamed FormMail.pl to ClientMail.pl and also changed the reference on the
form and this was the result:
Not Found
The requested URL /cgi-bin/ClientMail.pl was not found on this server.
Additionally, a 404 Not Found error was encountered while trying to use an
ErrorDocument to handle the request.
What the next step?
Would changing the path for my ScriptAlias to match the current location of
the script file in the client cgi directory fix the problem or should I just
delete this all together?

Can you post the full script alias settings from the httpd.conf file?
If you don't want to do that, try renaming the Formmail filed in the
client.cgi directory to something else, and also recoding the form on the
web page to point to the newly named filed -- so instead of 'Formmail.pl' --
maybe the call now is for /cgi-bin/clientmail.pl -- (do keep either a .pl or
.cgi extension on the end of the new file name).
If your error logs come up with a not-found error, then you'll know that the
script alias settings are causing the problem.

The form POSTs to a file in your cgi-bin directory. You need to edit
that file (e.g. FormMail.pl) and correct the path to the sendmail program.
Does VPS1 have a "vinstall" for FormMail? That might be better
configured...
