The bat book (p. 155 of the 3rd ed.) recommends the following order
for the mc file contents:

1. VERSIONID()
2. OSTYPE()
3. DOMAIN()
4. option definitions. 
5. FEATURE()
6. macro definitions
7. MAILER()
8. ruleset definitions (LOCAL_RULE_0, Local_check_mail , etc. ...) 

In my experience, 4, 5 and 6 above can go in about any order, as long
as they are before MAILER. (Some FEATURE's are coded to require that
other FEATURES, options or macros appear before or after them in order
to work properly.) If DOMAIN appears at all, it should generally come
before options, FEATURES and macro definitions (as documented)

I seem to recall that older documentation showed the ruleset
definitions *before* the MAILER definitions ...

Whenever I add a feature or definition, I watch very closely when I
regenerate the cf file. Many of the error messages that result from
incorrect ordering are actually meaningful (!!)
