Depends whether or not the IP address trying to access the MTA is granted
explicit permission (OK or RELAY) in /etc/mail/access - permission granted
(or indeed revoked) in there overrides DNSBLs.

Secondly, I'm not sure, but I think sendmail always uses DNS and never
looks at /etc/hosts.
