spamd/spamc work independently of any MTA (e.g., sendmail, qmail,
postfix, etc.). Because the vinstall has been tested and known to work
(i.e., mail sent to it over stdin _will_ be scanned), I can only
assume that your setup and configuration of qmail-scanner is incorrect.

The SpamAssassin qmail/README contains this note about qmail-scanner:

So, you may wish to try the qmail-spamc wrapper instead of
qmail-scanner.
