[vps-mail] SA not working for forwarded email?

I have some email addresses of webmaster@<client's web site>, that 
don't seem to be caught by SA's filter.  I don't mean that the spam 
has a low score, I mean that SA doesn't look at it at all (i.e. 
there's no X-SPAM headers).  Interestingly, there's a X-ClamAV 
header, so ClamAV is looking at it, but not SA.

I have ClamAV set up for system-wide scanning, but SA set up for 
per-user scanning.  If my iwbyte.com email isn't in the headers, does 
that mean that SA won't scan it?
