Question -- off topic, but I'm curious -- why do you use a
blacklist that you know lists all Verio IPs?  I mean, as a
verio reseller you know that that list is bound to block a
lot of legit email.

How are you getting this dialogue? I simply have my email
program configured to perform SMTP Authentication - but all
I have to do is "send". If the IP is blocklisted, then as
soon as I do that, I get a pop-up message that says "Message
has not been sent" and gives me the reason it is
blocked.

I realize that this is a function of the way my email
program works -- but the bottom line is that if the
blocklist picks up the IP that I happen to be assigned, I
get blocked. I honestly don't know why it would be different
for you.
