I don't seem to have permission to edit sendmail.cf on the VPS1 I am trying
to configure for DNSBL. I have tried via iManager to edit the file directly,
I have also built a new .mc file and after building a new.cf I tried to copy
it to ~/etc/sendmail.cf or to /etc/sendmail.cf with Permission denied.
Am I supposed to have permission to edit this file? Do I need to Stop
Sendmail first? How?
Thanks!

On a VPS1 do I just add the lines below to my senmail.cf file? If so, is
there a specific location in the file that is appropriate?
FEATURE(`dnsbl', `bl.spamcop.net', `"550 (SPAM - Spamcop)"')
FEATURE(`dnsbl', `sbl.spamhaus.org', `"550 (SPAM - Spamhaus)"')
FEATURE(`dnsbl', `list.dsbl.org', `"550 (SPAM - dsbl)"') FEATURE(`dnsbl',
`relays.ordb.org', `"550 (SPAM - ordb)"')
Thanks.

Be careful which lists you choose. People have differing opinions (and my
links above should not imply my endorsement of the DNSBLs mentioned on
them).
A fairly large list of DNSBLs may be found here:
<http://openrbl.org/>
with some guiding philosophy:

should help you get started.
