Not quite, you'd create a .procmailrc that *did* turn it on for everyone
else.
However, Matt's solution is more elegant - although I'd tend to base the
decision whether or not to run the mail through SA on the $LOGNAME of the
final recipient rather than on anything in the mail's headers:
:0fw
* < 100000
* ! LOGNAME ?? xxxxx
|/usr/local/bin/spamassassin
