Create it!

The thing to do is to have the system-wide procmailrc simply feed the
incoming mail through SA. Then have each user's individual ~/.procmailrc do
whatever they want with the new information in the headers. Most of them are
going to divert or dev-null it, this one user is going to do nothing with
it.

Sorry, it's been a few years since I've done stuff with procmail and SA and I never really learned a lot about it since I was just copying sample rulesets.

So I'd create a .procmailrc to turn off SA for this one user...
What do I put in the file?
