[vps-mail] BAYES is triggering way to much good email

I send all email that SA tags as SPAM to a user mailbox called spam. I
do this server wide.

The BAYES filter is no longer of use on one of my VPS servers as a lot
of good email is getting caught in the BAYES_99 with a score of 5.4 -
not good!

In etc/mail/spamassassin/local.cf I have this:
score BAYES_99 4.6

But it still gets a 5.4 added to the score and goes to the SPAM bucket.

Questions:

Do I have to do something after adding "score BAYES_99 4.6" to the
local.cf file? Do I touch local.cf, or Restart Sendmail, or what?

I guess I will read the docs again to learn how to clear the BAYES
filters currently in use - has anyone else had trouble with this? Should
I just disable the BAYES feature - how?
