'vinstall clamav' will install it server-wide and quarantine mail in

Only if you have a global setup (you mentioned that you have it
running per-user instead of server-wide). I believe someone on this
list already cobbled together something like this that would allow
users to edit their SA whitelists or something like that. You might
want to search the archives (see the message footer).

Lots of references in the archive also. You can start with 'man
sa-learn' at a shell prompt near you for a good starter.
