Somewhere in your procmailrc file is a line like this:

    DROPPRIVS=yes

Any procmail recipes in your main procmailrc file (not user .procmailrc
files--these always execute with the users reduced privileges) before
this line will run with privileges of the mailer (usually root). Recipes
after this line will execute with the privileges of the intended local
recipient.

If you've been working with the default spamassassin installation on
VPS v2, my apologies (depending on what you selected for your
configuration). Try removing the DROPPRIVS line completely if you're
scanning and stuffing the spam away in your global procmailrc file.
