Are the other preferences being honored (i.e., subject_tag, rewrite
subject, etc.)? Try changing those other options (e.g., subject_tag)
and see if they take effect. (Aside: I noticed you put 'user_perfs'
when it should be 'user_prefs' in the ~/usr/home/joe/.spamassassin
directory. I'm assuming the above was just a typo).
Is procmail being invoked for that user? Try watching the procmail.log
(or whatever you might have that set to) to see if the message is
really passing through SA. If the log is too terse to tell, add
VERBOSE=on at the top of that user's .procmailrc log.
