[vps-mail] tagging problem.

This morning I started having a problem with the tagging of spam messages I
have not upgraded or changed the user_perfs file from these lines.

required_hits  5
rewrite_subject         1
subject_tag [Spam]
report_safe 0
ok_languages en

However the messages are now coming in with the report_safe feature being
ignored see results below. Any Ideas.
