Hello Matt,
AlpineWeb is based in a resort community which has translated to many
lodging establishment customers on Signature Standard Hosting plans
using DaDa Mail. Their lists usually build up to 2,000 - 5,000+
subscribers which DaDa Mail handles easily. DaDa Mail is free as Judson
mentioned, has lots of features and options and is updated on a regular
basis.
Of course if runs even better on VPS accounts.

monthly fees. He's happy to pay a one-time fee, however - does anyone
know of any one-time fee self-hosted mailing list software they'd
recommend?
