Whatever you want to. As Abigail said, this is a score for a
particular characteristic (in this case, when an email message is
flagged as being in the 99% confident spam class, it is assigned a
score of 4.8). If this characteristic is too high or too low for your
taste, this is how you change it.

I don't think this is what you're looking for, though, based on your
original email. You want to enable Bayes and "net", which I assume is
network-based RBL checking. Abigail has already posted how to do that.
