This was done at the SA level, as you know, but not at the DA level.

The idea was that an SA might disable a DA for non-payment, AUP
violations, etc. and we didn't want the DA to be able to re-enable
the domain. Also, in principle, we wanted to keep this kind of
high level functionality to the SA, the SA being the one who would
notice first any external problems or side effects which might require
a domain to be taken down.

Further, having a DA disable the domain they're currently working in
would raise all kinds of problems. Imagine a DA disabling their only
domain--all of the sudden they're booted out of the control panel
(because they're accessing it via that domain) and now can't login to
the control panel. Lots of questions.

Do you have compelling arguments that the DA needs this ability? I'm
happy to discuss them.
