[cpx] different priviledges for old and new domain users?

>From the documentation, Domain Users are supposed to be able to
add new users. I noticed that new Domain Users can add users.
Domain Users that existed before CPX was installed cannot add 
users. Is that how it is supposed to work? How can the existing 
Domain Users be modified so that they can add users?
