SSH in, uncomment it and "killall -HUP inetd".

BTW, you still have to send inetd the HUP signal when you comment it out in
order for the new configuration to take effect.

As to whether it *should* be commented out or not, that's probably for each
admin to decide for hirself. AFAIAC, anything likely to expose my root
password in the clear over the net should be taken out and shot, and telnet
happens to fall into that category :)
