It is possible, yes.

Assuming the local account is "localuser" and the email address is
"user@xxxxxxxxxxxxxx", this recipe would sh*tcan messages sent to that
address by BCC:

:0
* LOGNAME ?? ^^localuser^^
* !^TO_user@xxxxxxxxxxxxxx
/dev/null

man procmailrc gives the meaning of the ^TO_ macro.
