The two serve entirely different functions.
Putting it in sendmail's configuration will effectively prevent the
reception of messages larger than the size you specify. Using the size
restriction in procmailrc will only include or exclude certain recipes based
on the size specification, but the mail will always be delivered (unless you
include a recipe to /dev/null mails greater than 'n' bytes).
