This is a long standing "problem" with sendmail and procmail on VPS
v2. For VPS 1, we had some hacks in place to make that work for
procmail (to make it behave as imail VPS1 or mail.local VPS v2 do).
The problem exists in the "real world" too for stock sendmail/procmail
configurations. I have a semi-working procmail recipe set at:

recipe #4 "Implementing Quotas". Some people have had this work and
some people can't get it to work no matter what. Platforms vary. I
don't know if I've tried it on VPS v2 before, so you're welcome to try
it for a particular test user and see how it goes but I don't have
time lately to support any recipes on that page.
The "real" solution still involves hacking procmail to return a
different error message than the one it currently does, but that's
unlikely to be done at Verio because we're trying to move away from
hacking stuff and just letting the software be itself. The hack
involves procmail returning something sendmail indicating an EQUOTA
error is appropriate (but as far as the RFC goes, procmail is doing
the right thing--it's just not the right thing for users).
