[vps-mail] new version of sm_dict available

For those using sm_dict to detect dictionary/rumplestiltskin sendmail
attacks on your server(s), a new version (1.3) is available:

    http://perlcode.org/tutorials/sysadmin/sm_dict/

The new version distinguishes between joe-jobs and real dictionary
attacks and makes for a more accurate output.
