It's better to use both.

Use rbl's with a high degree of reliability at the gateway,
and use rbl's with a greater chance of false positives at
spamassassin.

You have to make your own decision as to this, and policy
considerations might come into play. By policy I mean your
feelings toward the type of email a specific RBL targets,
and that RBL's practices with regard to removal of listings.
