I don't see the definition of $BADCHR anywhere (hence the really big
number of matches?) or maybe you didn't put it at the top of your post?
These lock failure errors can be a pain, they are usually related to
DROPping PRIVileges or not having write access to the /var/mail
directory. I wonder (aloud) if one can't create and specify a lock
directory like $LOCKS="$HOME/procmail/locks" where everyone can write?
then,
:0:$LOCKS/$LOGIN.lock
comments anyone?
