I have this:

:0 B
* 1^0 .*<!.*<!.*<!.*<!.*<!.*<!.*<!.*<!

This kills the sort of spam email that has a lot of comment
tags.

I think you should be able to use something like this:

:0 H
* ^Subject:.*^.*^.*^

I can't think of any reason why a valid email would have
even one caret ^ mark, so my above recipe which looks for 3
might be more restrictive than necessary.

(Also, I don't remember whether a ^ is a special character that
needs to be escaped, like \^ ).
