[vps-mail] How to block missuse of local msessage id

Receiving tons of Spam bypassing SA on VPS1 I found the following in the logfile:

processing message <200312220812.hBM8CV1B041650@xxxxxxxxxxxxxxxxxxxxxx> for enconet:8113. 

Why yahoo.ca is able to use message id from receiving host?
