You're right that it would be ideal to scan for viruses first, but the
vinstall is not that smart yet (i.e., it always puts the recipes at
the end of the /usr/local/etc/procmailrc file).
It will scan for viruses _after_ spamassassin if you already have
spamassassin installed. After installing clamav, though, feel free to
move the clearly marked block of recipes that do the clamav scanning
to the head of your procmailrc file.
