First, I know for a fact that one of my clients arranged an annual 
fee contract with Constant Contact.  You may have to talk to a real 
person to get it and I don't know the requirement, but maybe it's 
worth pursuing further.

Second, I have also had very good results with 
http://www.activecampaign.com/12all/ running on VPS1.
