A backup MX is defined in DNS by its priority:
example.com IN MX 10 mx1.example.com
example.com IN MX 20 mx2.example.com
If mx1.example.com (which has priority 10) is unavailable then the
sending MTA will fall back to mx2.example.com (priority 20).
