Right! The To: and From: headers in the mail message are just *text*!!
(The *real* recipients are specified by the RCPT TO: commands in the SMTP
conversation. After the incoming client or server has told your server the
recipients using one or more RCPT TO: commands, that server enters the
(SMTP) DATA command, then enters whatever To: and From: and Subject:
(etc.) headers it chooses--typically completely different (if sent by
spammers) from what was specified in the SMTP commands.

Any correspondence between the To: headers in an e-mail and the "envelope"
recipient(s) specified in the RCPT TO: command(s) is purely coincidental
from a spammer's perspective.
