The incoherent ramblings are a device to throw off your spam filter, like
chaff released from a jet fighter to fool a heat-seeking missle. The words
are numerous, innocuous, and unrelated to intentionally make the message NOT
look like spam.
Since your filter is grading the message on the percentage of words in the
message that are spammish, such as "free" and "!!!", these words balance the
message so that it gets a lower grade and penetrates your filter.
My theory is that this is effective but not a large problem in that the
idiot mentality of a spammer will force him or her to use the cliche
construction of words and punctuation that can be caught in modern filters.
Even when they use the above technique, it is mixed with hard spam language
that can be filtered.
Am I too optimistic?
