Create it!
The thing to do is to have the system-wide procmailrc simply feed the
incoming mail through SA. Then have each user's individual ~/.procmailrc do
whatever they want with the new information in the headers. Most of them are
going to divert or dev-null it, this one user is going to do nothing with
it.

Don't some of these fortunes just drive you nuts?! Wouldn't you like
to see some of them deleted from the system? You can! Just mail to
"fortune" with the fortune you hate most, and we MIGHT make sure it
gets expunged.
