Mailman and sendmail can handle that no problem. Most mailing list
management software such as mailman, ecartis, majordomo etc. splits the
outbound mail into packets of 'x' e-mails (and you can usually decide the
value of 'x' in a configuration file somewhere).

One tip though: please do ensure that your client is running a CONFIRMED
opt-in (or closed-loop opt-in) mailing list with mechanisms as described at
the link below, otherwise it *will* come back and bite you in the rear end.
