[vps-mail] Pop before smtp

I have a pocketpc trying to connect to a vps2 server to send/receive
mail.  The pocketpc mail environment does not allow for SMTP
authentication.  On the vps1 servers, pop before smtp authentication
worked fine for the pocketpc.  On the vps2 server, I see the following
error in the log files:

Aug 21 22:14:07 prenet sm-mta[22124]: h7LMDxw2022124:
m41a69bd8.tmodns.net [216.155.166.65] did not issue MAIL/EXPN/VRFY/ETRN
during connection to MTA

I have both the above domain name and the IP address defined in the
/etc/mail/access file with RELAY (and ran make after editing it).  I
also have the domain declared in the /etc/mail/relay-domains file (and
restarted sendmail).  However, I continue to get the above error.

Any ideas?
