[cpx] Add spamd as a service

There are times when you want to stop/restart spamd such as when you 
modify a .cf file. Seems for completeness be nice to have a 
start/stop for spamd since it is likely running on most VPSs.

And with httpd, why can't I just stop it? The only choice is 
restart... All the other services have "stop" as an option. Put "stop 
| restart" for httpd ... seems more consistent (and more useful).

This a "hard" restart for Apache, and not a graceful one? (probably). 
Perhaps add a graceful restart too? entities other than CPX can 
modify httpd.conf ;-) and a graceful restart is ideal...

So

1) Add "stop | restart" for spamd
2) Add "stop | graceful restart | restart" for httpd

or whatever subset you think is useful :-) spamd should have some 
entry at least...
