No there isn't a RELEASE_NOTES type file indicating the changes, but 
this is something we are looking into.  Ideally we would have something 
more general explaining any changes or updates in the dist (not just for 
CPX).

We will certainly make an announcement when major new features are 
released (such as the addition of a File Manager module for example).
