Do you have any existing End Users of domains assigned to this Domain 
Admin?  If a Domain Admin has a quota of 200MB, and they have 4 End 
Users with 50MB quotas each, then the Domain Admin won't be able to 
create any more End Users and you'll get that error message.  This is 
because the sum of all the End User's quotas (4*50M=200M) is at or over 
the Domain Admins quota.

I'm not sure what you problem could be with the email addresses.  The 
Email Addresses list page basically just shows your virtmaps (whatever 
is in your /etc/mail/virtusertable file).  Does your virtusertable file 
have anything in it?  If so is there perhaps any corrupt entries or 
anything?
