I think so, if I understand your question.

You can set the 'User' and 'Group' directives in the Apache config
file for that <VirtualHost> directive to be those of the new admin.
That will make that user the new domain admin for that domain,
allowing him to create users and change email addresses, etc.

It would probably be good for you to move and chown the files to that
user's 'www' directory also (this implies that CGIs for that domain
will also execute with that user's privileges) so that things are
consistent (you'll need to change the VirtualHost DocumentRoot entry
also in httpd.conf).

Yes; we don't have a good mechanism yet for this release to assign a
domain from one user to another--there are a lot of things that need
adjustment, but we'd like to do this for future a release.
