[cpx] Broken Include Statements

I also found another interesting thing since the Control Panel was
installed. I have an html file that has an include statement like this:

Singapore: <!--#include virtual="/spamlogs/Singapore.txt"-->

But the include statement no longer works. It isn't displaying the
contents fo the Singapore.txt file.
