[cpx] CPX Quota Errors on VPS3

I see that the CPX quota errors were worked on in the last update but 
we're experiencing a new quota issue. Has anyone run across this yet? 
Support was not able to duplicate it on their test VPS3 but can 
duplicate it on ours.

Domain Admin Example:
1. I setup domain admin1 with a quota of 200 MB
2. I then setup domain admin2 with a quota of 100 MB
3. I later increase the domain admin2 quota to 150 MB
4. But the domain admin1 quota drops from 150 MB to 200 MB
Error - changing one domain admin quota is lowering another domain 
admin on the server.
